Former UAP Task Force Chief Describes Nonhuman Being at His Window as Pentagon Feud Escalates
Jay Stratton, the first director of the Pentagon’s UAP Task Force, has described a nonhuman being standing outside his home and watching his son. In a NewsNation interview with Chris Cuomo, Stratton recalled rounding a corner early one morning and seeing a figure at the window. He described it as having a very large head, small black eyes, a small nose and a narrow slit for a mouth. He ran outside after it, and by the time he got there it was gone. Stratton places the encounter nearly ten years into his government work on UAP.
According to reporting from Paradigm, Stratton has described strange beings and lights around his family’s home over a period of years. That context changes how one of his best-known statements reads. In The Age of Disclosure documentary, Stratton stated he had seen nonhuman craft and nonhuman beings with his own eyes. Many viewers assumed he meant recovered bodies in a secure facility, but based on his recent accounts, the statement appears to refer to events at Skinwalker Ranch and at his home.
Stratton also described a separate encounter during an official field investigation with a being he estimated at seven to eight feet tall. He did not name the location. In an earlier interview with Fox News anchor Bret Baier, Stratton described a UAP appearing on the first mission of an operation involving a nuclear submarine and a Navy P-3 sensor aircraft.
When Cuomo asked how Stratton was cleared to publish his memoir, the answer came down to the Defense Office of Prepublication and Security Review, known as DOPSR. That office checks only for classified information. It does not fact check or endorse claims. Therefore practically anything can be written.
Stratton then pointed to what he calls the Legacy Program, made up of the CIA, the Air Force, the Department of Energy and defense contractors. He claims it has kept an 80-year secret from Congress and the President while racing to reverse engineer craft of nonhuman origin.

The pushback has been direct. Stratton has accused Sean Kirkpatrick, the founding director of the All-domain Anomaly Resolution Office (AARO), of being controlled by that program. According to Paradigm’s Ben Schreckinger, Kirkpatrick called the accusation absurd and denied any Legacy Program exists. He also claimed that the only classified material Congress holds on the subject concerns violations of national security law by Stratton and the scientists working with him. Kirkpatrick did not name the law. As referenced in AARO’s 2024 historical report, the office found no empirical evidence of a reverse engineering program.
