On September 9th, 2025, the House Oversight Committee’s Task Force on the Declassification of Federal Secrets conducted what might be considered the most significant UFO hearing in congressional history. This session marked several firsts: the first active-duty military officer to testify publicly under oath about UFO encounters, the release of two military-recorded UFO videos, and specific naming of corporate executives and CIA officials allegedly involved in UAP programs.
Chief Alexandro Wiggins of the U.S. Navy made history as the first currently serving military member to provide sworn testimony about UAP encounters. According to Wiggins’ testimony, on February 15th, 2023, while serving aboard the USS Jackson off Southern California, his crew recorded “a self-luminous, tic-tac-shaped object that emerged from the ocean before linking up with three other similar objects.” The significance extends beyond the testimony itself — Wiggins explicitly stated he received official Navy approval to testify, representing what the transcript describes as “a fundamental shift in institutional posture.” His account included multi-sensor data with radar tracking, visual confirmation, and FLIR recordings with time-location overlays preserved in official Navy systems.
The hearing moved beyond typical witness testimony to name specific individuals and corporations. Journalist George Knapp directly identified late Dr. James Ryder at Lockheed Martin as being involved in UAP material storage and analysis and Glenn Gaffney from the CIA was also mentioned as another official allegedly managing UAP programs. According to Knapp’s testimony, Robert Bigelow’s BAAS organization had negotiated directly with Lockheed Martin executives to acquire unusual materials stored at a California facility, which he claimed were “confirmed as not being manufactured on Earth.”

Representative Eric Burlison presented perhaps the most dramatic evidence: previously unseen footage from October 30th, 2024, showing an MQ-9 Reaper drone tracking an orb off Yemen’s coast. According to Burlison’s description, the video captures what appears to be a direct Hellfire missile strike on the unidentified object. George Knapp confirmed awareness of similar incidents, stating that “there are servers where there is a whole bank of these kinds of videos that Congress has not been allowed to see.”
A disturbing revelation emerged regarding systematic evidence destruction. Air Force veteran Jeffrey Nuccetelli testified that when he attempted to provide UFO encounter records to AARO, he was informed that “the Air Force is destroying all their police records every three years on a schedule.” According to Nuccetelli’s testimony, he possesses a Freedom of Information Act document from the Air Force confirming this systematic destruction policy. This practice effectively eliminates decades of potential UFO documentation from military installations.

The hearing also exposed credibility issues with AARO, the Pentagon’s official UAP investigation office. According to George Knapp’s testimony, credible witnesses like Robert Jacobs , a former Vandenberg lieutenant who recorded UFO interactions with nuclear weapons in 1964, were “completely dismissed” by AARO despite providing detailed testimony. Knapp characterized AARO’s approach as appearing “like a counterintelligence operation to get people to come in, tell their stories, and then discredit all of them.” Chairwoman Anna Paulina Luna responded by expressing willingness to subpoena former AARO director Sean Kirkpatrick.
The personal cost of UFO disclosure became evident through Dylan Borland’s emotional testimony. The former Air Force intelligence specialist, who worked in special access programs, described being “blacklisted from certain agencies within the intelligence community” and surviving on unemployment benefits after reporting UAP information. According to Borland’s testimony, multiple agencies have attempted “phishing attacks to assess what I had divulged to the Inspector General” as recently as November 2024.

Knapp’s presentation of classified Russian documents from 1993 revealed the global nature of UFO phenomena. According to his testimony, these documents show the Soviet Union conducted “possibly the largest UFO investigation in history” and describe incidents where UFOs allegedly activated nuclear missile launch codes before disappearing. The pattern suggests either foreign adversary capabilities or non-human intelligence demonstrating awareness of critical military operations.
Chairwoman Luna announced that the task force would approach the president directly for access to Special Access Programs across multiple agencies, representing an escalation in congressional oversight that bypasses traditional Pentagon procedures. With 34 senior military and intelligence officials now publicly supporting disclosure, systematic evidence destruction documented, and specific corporate executives identified, this hearing appears to mark a significant shift toward UAP transparency that may prove difficult to reverse.
